How to identify: Try to select text with your mouse. If you cannot select individual text or can only select entire regions, it's likely an image PDF.

Cause 7: The PDF is Digitally Signed or Certified

Explanation: To ensure document authenticity and content integrity and prevent unauthorized tampering, PDF files are often digitally signed or certified. Once a document is signed or certified, it is usually locked to restrict editing.
